My problem is that the walk itself is the part I would not pay for. From the tower down to Myeongdong is well-maintained trail and wooden staircases, lit at night on the main routes, and going down is markedly easier than going up. It is the walk I recommend to everyone who only wants to do one direction, and I recommend it for free at walking up Namsan. The one-way cable car makes structural sense for exactly that reason — you ride up and walk down. It also means half a fare for the price of a whole tour.
The evening itself is the right idea
I want to be clear that the concept is good, because it is. Arriving around forty minutes before sunset gets you daylight, the sunset and the lit skyline in one visit, and the terraces after dark are the best free thing on this hill. The tower is a long-standing shorthand for a romantic scene on Korean television and a lot of visitors come looking for that particular atmosphere, which exists mostly outdoors and mostly in the evening.
